WSJ: states haven’t put money back into their rainy day funds after the recession of 2009 wiped them out.. some have nothing saved to help if a economic downturn happens

Rainy day funds help states continue to pay for services and jobs even when economic downturns happen.. the lack of saving during this 9 year bull market would indicate the next economic downturn will be worse than the last.
